Browse the GPT Store for five minutes and you'll find hundreds of thin wrappers around a basic system prompt, each one doing what ChatGPT already does without customization. The difference between a throwaway GPT and one that genuinely solves a problem? About 30 minutes of thoughtful configuration.
This tutorial shows you how to build a custom GPT from scratch, including the parts most guides skip: knowledge file optimization, custom API actions, and testing strategies that catch real problems before your users do.

A ChatGPT Plus, Team, or Enterprise subscription. Custom GPTs aren't available on the free plan. Plus runs $20/month as of early 2026.
Your knowledge documents. PDFs, text files, or CSVs containing whatever domain knowledge your GPT should reference. For our example, that means a coding style guide and a security checklist.
An API endpoint (optional). If you want your GPT to call external services, you'll need an endpoint with an OpenAPI specification. Not required for basic builds.
No coding experience needed for the first four steps. Actions require some technical comfort, but the schema examples below will get you through it.
Head to chatgpt.com and click your profile icon in the bottom-left corner. Select My GPTs, then click Create a GPT.

You'll see two tabs: Create and Configure.
The Create tab is a conversational builder where ChatGPT walks you through setup via chat. It works for dead-simple projects. But for anything beyond a basic wrapper, go straight to the Configure tab. You get direct control over every field without the AI making assumptions about what you want.
The Instructions field is the system prompt that runs before every conversation. It's the single most important part of your custom GPT, and it's where most builders cut corners.

Write it like you're briefing a sharp new team member:
You are a code review assistant for [team name].
ROLE: Review code snippets and pull requests for quality, security, and style guide compliance.
RULES:
- Always reference the uploaded style guide for formatting feedback
- Flag SQL queries that don't use parameterized statements
- Rate issues as: critical, warning, or suggestion
- Never rewrite entire functions unless asked
- If unsure about a pattern, say so honestly
TONE: Direct and constructive. No filler.
OUTPUT FORMAT: Markdown with code blocks. Start with a summary, then list issues by severity.
The difference between a throwaway GPT and a useful tool is constraints. Tell it what NOT to do.
Three principles that separate good instructions from bad:
Specify what NOT to do. GPTs are eager to please. If you don't explicitly say "don't rewrite entire functions," it will rewrite entire functions. Constraints matter more than encouragements.
Define output formats upfront. Without structure, you'll get wildly inconsistent responses across conversations. Pin down the format early.
Set clear boundaries. "If asked about deployment, direct users to the DevOps wiki" prevents hallucinated answers about things outside scope. So always define what's off-limits, not just what's in scope.
Click Upload files under the Knowledge section. You can add up to 20 files per GPT, each up to 512 MB. Supported formats include PDFs, Word docs, text files, CSVs, and more.
For the Code Review Assistant:
Your GPT uses retrieval-augmented generation to search these files at query time. It doesn't memorize the entire document; it pulls relevant chunks based on what the user asks.
Structure matters a lot. A 50-page document with clear headings and sections outperforms a raw text dump of identical content every time. The retrieval system relies on document structure to find the right passages. Spend 10 minutes formatting your files before uploading. And if you have one massive document, consider splitting it into smaller, focused files (one per topic area) for better retrieval accuracy.
Three toggles control what your GPT can do beyond text conversation:

For the Code Review Assistant, enable Code Interpreter and leave the others off. Every extra capability adds response latency and gives the model more ways to drift off-task. Only turn on what you genuinely need.
Actions let your GPT call external APIs during conversations. This is what separates a useful tool from a glorified prompt.

Click Create new action at the bottom of the Configure page. You'll provide an authentication type (None, API Key, or OAuth) and an OpenAPI schema describing your endpoints.

Set authentication to API Key with Bearer type and paste a GitHub personal access token with repo scope.
Then update your instructions to explain when to use the action:

use the getPullRequest action to fetch details before starting your review.
And that's it. Your GPT now calls GitHub's API automatically when the conversation warrants it. You can add multiple actions to create richer workflows (fetching a PR, then posting a review comment, for example).
Conversation starters are the suggested prompts users see when they first open your GPT. Good starters reduce friction and show people exactly what your GPT can do.
For the Code Review Assistant:
Specific beats generic every time. "Help me with code" wastes the chance to demonstrate real value.
Use the Preview panel on the right side of the builder to run through these checks:
Happy path. Ask it to do exactly what it's built for. Does the output match your expected format and tone?
Boundary testing. Ask about something adjacent but outside scope. Does it stay in its lane, or does it start fabricating answers?
Knowledge retrieval. Ask questions that require specific details from your uploaded files. Verify every answer against the source document.
Action testing. Trigger each API action and confirm it handles both success and error cases gracefully.
Most GPTs need 3-5 rounds of prompt revision before they're reliable. So don't rush to publish after your first successful test. The gap between "works when I try it" and "works when other people try it" is always bigger than you expect.
Click Save and choose your visibility:
And if you're going public, polish your GPT's profile page. Write a clear one-line description, generate a distinctive icon with DALL-E right in the builder, and pick the most relevant category. First impressions determine whether someone actually tries your GPT or scrolls right past.
Vague instructions. "Be helpful with code" gives zero constraints. The GPT will hallucinate answers outside its knowledge base without hesitation. Specificity is everything.
Unstructured knowledge files. Dumping a 200-page PDF with no headings makes retrieval unreliable. Break large documents into smaller, well-organized files with clear section headers.
Overloaded capabilities. Turning on every toggle "just in case" dilutes focus. A GPT trying to browse the web, generate images, and run code simultaneously often does all three poorly.
Bloated system prompts. Long instructions eat into the context window available for conversation. Keep your system prompt under 1,500 words. If you need more detail, put it in a knowledge file and reference it from your instructions.
Skipping real user testing. Your assumptions about how people will use the GPT are almost certainly wrong. Share it with five colleagues and watch what they actually ask. You'll rewrite your instructions after the first round of feedback.

You can't create custom GPTs on the free plan, but you can use public custom GPTs that others have published to the GPT Store. Building your own requires ChatGPT Plus ($20/month), Team ($25/user/month billed annually), or Enterprise. If you only need to access someone else's custom GPT, the free tier works fine.
There's no hard cap on the number of custom GPTs you can create on a Plus or Team account. The main limits are per-GPT: 20 knowledge files maximum, each up to 512 MB. Not directly. Custom GPT actions make outbound calls from OpenAI's servers, so your API endpoint must be publicly reachable. For internal APIs, you'll need to set up a secure proxy or tunnel (like Cloudflare Tunnel or ngrok) that exposes the endpoint with proper authentication. Many teams use middleware platforms like Zapier to bridge internal systems without exposing them directly.
No. Each conversation with a custom GPT starts fresh. The GPT doesn't retain information from previous users' sessions or improve based on usage. Its knowledge comes exclusively from the system prompt and uploaded knowledge files. If you need persistent memory across sessions, you'd have to build that through custom actions that read and write to an external database.
The GPT will confidently cite outdated information as if it's current, since it has no way to know the files are stale. Set a calendar reminder to review and re-upload knowledge files quarterly. You can also enable Web Browsing alongside your knowledge files so the GPT can cross-reference uploaded content against current web sources, though this adds latency to every response.
